consumers, the directors of the Lucca factory reactivated the
production of hand-made cigars in 1985, overturning the state
monopoly's 1970 decision to abandon manual production in favour of
machine-made cigars. This allowed them to sell these goods directly
through the “sampling right”, without having to use state monopoly
outlets.
